Without access to the 38's mainframe, Yesman never could have accomplished anything of significance. Unless there's some security vulnerability we're not made aware of (unlikely), Benny had no way of winning unless House decided to be completely retarded and let him in anyway (why). They also wouldn't have been able to access the bunker in the Fort, as Caesar never would have let Benny or House anywhere near it. Benny would definitely not have been smooth-talking enough to con Caesar into letting him in there under the guise of betraying House, Caesar isn't that stupid and would much rather just kill Benny and avoid the hassle than potentially get some boon he really doesn't need.
