There's a couple ways to compare difficulty of multiplayer games

You could run statistics to find out how random a game is. Flipping heads vs tails will be completely random, 100m sprint will be very not random, with the same winners usually winning. So if a multiplayer game has the same people usually winning, that means it's not random, and that means its skillfully

You could compare the skill required to be "minimally competent". This is a bit subjective, but usually you can measure this by how much training a game requires. Reading wikis, or movement mechanic practice maps are indicators of higher skill minimum required. More complicated games are usually higher here.

Another way is actions per minute at the highest level of play. How many buttons are pressed per minute? Are they memorized sequences, or independent decisions?
