On top of that Rockstar can afford to skip PC because they know that the vast majority of their money will come from monetizing GTA:O that will I suppose include GTARP since they poached the developers.

GTA stands alongside Madden and FIFA as a "Killer App" for consoles. Sony has undoubtedly paid an immense bribe to Rockstar to make sure GTA6 is Playstation Only for at least a year.
