I haven't played in a while but I doubt it's changed much from when I did. Back when I played Clone Hero was generally king but YARG, GH2 Deluxe, and RB3 Deluxe were all good options if you preferred the older, tighter engines of the early Guitar Hero games.

There's a spreadsheet you can find with google drive links to the setlists of all of the mainline GH and RB games. For customs, I never used anything other than Chorus, which is called EnChor these days. You should be able to find everything I mentioned just by googling, but if not I hope you can stomach going on the clone hero and guitar hero subreddits to look for all this.

I tried playing my friends SG the other day but it felt like dogshit because the strings were corroded and I did not wanna rub my fingers over it. Clone Hero if I just want to play the songs with simple or prerendered video backgrounds.
Guitar Hero World Tour Definitive Edition if I want to have an animated background with the artists/musicians moving around and stuff, while also being able to add custom songs and skins. Custom songs for the most part don't have animations for the artists though, unless they are from an official release. Also I think Chorus Encore is the best place to find songs but there might be better ones.

If you're interested in learning real guitar alongside playing Guitar Hero you can get Rocksmith. Of course it's a bit harder than Guitar Hero but I think you get the same kind of satisfaction from it and the skill ceiling is virtually infinite.

Last time I went to play guitar I put on some strings figuring my harmonics would be fucked because I left strings on it for years. They were indeed fucked. I had actually replaced my acoustic strings more regularly since it was my dad's guitar so I just played that for 45 minutes. You must be really out of the loop. Any used guitar store, there are plenty of good quality guitars in the $300 range that although aren't perfect, will manage to stay in tune for at least a few hours of play (I'd have to re-tune my epiphone sg about once a week). Even still, a guitar player should be able to tune by ear, which takes a couple minutes tops and about 20 seconds if you have a good ear.

Budget guitars have been pretty solid for a while now. I still regularly play my Ibanez RG2EX1 I got 18 years ago, swapped out the pickups and it stays in tune just fine even playing in alternate tunings. Only gripe I ever had was intonation but a guitar tech took care of that easily.
