If you count the guards in each hold, including the ones in each prison and the jarl’s main headquarters…the bandits still outnumber them but now its 8:1. And every TES game is like this. You would think the series could be classified as post apocalyptic. Nearly every cave or ruin is infested with bandits, wizards, vampires. Oh and thats not counting the giants and wildlife thats all inspired by pleistocene megafauna.

I like all the really silly shit like there's a faction with an entire army worth of people called the Silver Hand and why do they exist? To fight werewolves. There can't be that many werewolves but there's a whole battalion of dudes all over Skyrim living in abandoned caves and forts to fight the 10 werewolves that may or may not exist in the single building comprising the Companions faction where like 4 guys are werewolves.

To play devil's advocate for a second here, most medieval fantasy games and settings are like that.
You have your classic town/city with some guard population and then walk into the nearest woods only to find a rampant bandit problem, a goblin nest, atleast three wolf packs attacking anything in sight and some ruins with a necromancer in it.
Is it somewhat unbelievable with its ratios? Sure, I guess, but I'd argue that if the cities had enough manpower to organize search and extermination parties then (You), the fellow adventurer, wouldn't have a lot of things to do in the wilderness and a peaceful setting with barely any threat is simply at odds with medieval fantasy as a whole.

Cyrodiil isn't a frozen wasteland. Only Riften doesn't have much undead and is full of different animals.

If TES6 is in High Rock, it will be as diverse or more than Cyrodiil. If it's Hammefell, giant snakes, mummied and spiders i guess.

Lore wise Skyrim is supposed to be an incredibly harsh, unforgiving land that is more remote than say Cyrodil or even parts of Morrowind. It doesn’t surprise me in the slightest that such an area where giants, frost trolls, hags, and ancient vampire lineages frequent would also be bandit-central. You will not encounter werewolf camps if you're not a werewolf. Since being a werewolf/vampire sucks most people get themselves cured at the first opportunity and miss out on friendly werewolf camps and vampire convoys.

You will not encounter actual friendly werewolves but you will find camps with Nords who are in human form living in the wilds if you're a werewolf (human or yiff).

They could have fixed this problem, by hiding those various enemies better or give them more places to hide while they move from one spot to the other,not staying in one place in addition to expand the world building by making a bigger map so you don't see their hiding place right outside the gate like in oblivion or Skyrim is especially one of those candidates that suffers from it games like rdr or kdc have shown how to do it better
