It's not even a skill issue, they outright don't care for it and treat it as secondary or even tertiary

Because its a fuckload of work.
Even of you take every shortcut imaginable it takes hours to set up something most players might look at for 30 seconds before moving on.
It just doesnt make sense for most games to invest that much into this kind of set piece.
