There are a finite amount of cartridges out in the wild at this point. Further, none are being made anymore and haven't for many years. This means theres a small supply yet a growing demand.

Here's an example. Pokémon Emerald sold 7 million units world wide. Sold 1.9 million units in Japan alone which reduces it to 5.1 million units that aren't Japanese. In the USA around 2 million units sold, so the other 3.1 million units are outside of the USA. In the USA alone the population that is 20 to 50 years old or older is around 110 million people. So that's a lot of potential people that could be interested in getting one kind of game. This is assuming those copies aren't lost, inoperable, or aren't for sale since someone doesn't intend to sell them off.

Some people go by world wide sales and don't subtract the sales from a language they don't speak. None the less the potential millions of people into it.
