The Empire wasn't playing some long game of buying time. That's pure cope. They were desperately trying to save their own skins by selling out Talos and all of their subjects. If they had any sort of sense or thought of long-term planning, the Emperor would have just immediately proclaimed faith in Talos the second the Dominion demanded they renounce him in the treaty. As reward, a Shezzarine probably would have appeared to make Pelinal look like a fucking joke.

By the time of the events of Skyrim, the might of the Dominion is wildly exaggerated. The Redguards’ victory over them years later proved that the Battle of the Red Ring was a turning point. The Empire should not have capitulated. Now that they have, they should not be honoring the most predatory aspects of the White Gold Concordat. Talos worship should not be illegal and unaccompanied and armed Thalmor soldiers should not be allowed to roam around the Empire arresting its citizens. If the Empire left everything else the same with the treaty but those two things they would call the bluff of the Aldmeri. The elves are not in a position to start another war.

That's literally what he did though. The first time they came to him with the treaty he told them to fuck off which is what kicked off the war in the first place. Also originally the White-Gold Concordant had no provisions for Justiciars. Public temples were closed but people still worshiped in their homes without issue, the Empire barely enforced it. Justiciars only became a thing because a certain Thalmor asset (guess who?) staged a major public incident at their request. That gamble for time was a lot better of a play when they Empire only had to make cursory gestures at enforcing the ban, and it would have stayed that way if not for a guy who is not forthcoming with his subjects about his involvement in this whole shitshow. Also, while you are correct that the Gods (Divines/Aedra) do sometimes send help in times of need, they are notorious for being super fickle/inconsistent. In-universe books explicitly say that sometimes the Gods are totally silent during times of crisis and nobody knows why. That's part of the reason people worship Daedra, they will probably con you and fuck you over but at least they talk back and won't leave you on read.
