It's called color grading and it's good, it's just that everyone used the same color back then because of market trends. Because people complained so much about it however, we now have games with no consistent color palette or color grading at all, just splash random colors here, splash random colors there. Now nothing has a consistent theme or atmosphere to it.

In all those examples it's supposed to make it feel like you're in a shithole. A warzone, a crime-ridden city with tons of street racers, a post-apocalyptic wasteland, and then there's also New York.
