I completed this mission back in 2003 as a prepubescent child, same with zero missions in SA so how are you guys even struggling as adults?
GTA always sucked at air movement with PC controls as I kid I figured I should just start at the top first and it worked

I had a friend come over and do it for me, I was 11 though, I have done it many times years later. The key is to use your blades to kill the workers and start with the last floor.
