So the main character is trying to turn Japan into the sort of country he wants it to be? Or he is trying to establish a mafia-like family that can influence Japan into being the sort of country he wants it to be?

He leaves America because he's an outcast due to being half and then runs to Japan thinking it will be different but then he finds in Japan that he's still an outcast to the point he wears glasses to hide his blue eyes.
