Why bother? 99% of your players are just mindlessly cut down the enemies and ignore the neutral ones.

For OPs example, do you really think if the beggar reacted or picked up the gold bars, it will add in any value to the game in the long run? All you'd get is a few viral moments on xitter that would convince about a hundred or so easily manipulated retards into buying the game.

The manpower to implement it and ensure it doesn't cause issues would be astronomical in proportion to the impact it has on the actual game.

"Smart" AI is irritating to most, takes a lot of effort to be believable and in the end only appeals to the smartest players who enjoy toying with it and making it show the ways in which it is still dumb.
Brilliant/perfect AI (whether genuinely or just being an input reading cheater) is irritating to everyone.

AI hasn't progressed because NOTHING has progressed in video games. Absolutely nothing. The computers that we use and the networks that we use to play video games have improved, but the graphics, the gameplay ideas, the genres, the styles, it's all the exact same shit we had 10,15,20 years ago with minor variations. You can't point to a single game and say "this kind of thing wasn't around in the 2000s".

The only thing that's really changed is that people pay $15 for shit that used to be free on newgrounds or kongregate and it gets called a roguelite. Oh and games take 12 years to make instead of 2. I hate the future

Nor should it be AI, game NPCs run on scripted routines created by humans and this is the only good way to do videogame content

What you're really asking is why scripted NPC behaviour isn't any more elaborate than it was 20 years ago and the answer is because it doesn't need to be and you're complaining about the wrong thing

Because realistic AI would fuck you over, almost every video game rests on the premise of one guy winning against an army, that's not possible irl, so the AI has to be retarded or players get rekt and frustrated. As for the other cases where it wouldn't fuck the player, it's either too much work or too taxing on performance, and for a very long while games (like Skyrim in your pic) have been designed first for consoles, which all have dogshit hardware compared to PC.
