If one guy or girl with a gun can down a Tyrant to finish off with a convenient rocket launcher, a whole trained squad of soldiers could probably kill one. The military and police always get their asses kicked in these scenarios for the same reason Red Shirts in Star Trek die constantly - it makes the enemy seem threatening and elevates the heroes triumph over them.
