I tried using the dogwhistle in every single room up until the end of the game to see if it ever actually had a second usage.I didn't find anything, I guess it was really just a random dialogue alteration.
not all dogs can hear it, so maybe the ones in the game can't

A bit of a shame I didn't find anything but at least now I know for certain I don't like unsolved mysteries. Unless the mystery is just a good one and you have to do more than just blow it in every room. Like maybe you have to be actively getting bitten by a dog when you blow it but I don't think you can go into the menu when they are biting you.I did find a weird test signal screen which makes no goddamned sense because games don't have tv signals that can go wrong so a screen like this has to be deliberate for some reason.
