Because of market dominance and inertia. Developers need to develop on Windows to sell on Windows because people buy on Windows. Even if Linux was objectively better in every respect people still wouldn't just stop using Windows without a reason.

Look around you, any electronic device except your PC itself and maybe your phone if it's an iPhone use linux. If your job just has you running spreadsheets then it's probably windows. If it's literally anything else it's probably linux. If you're developing electronics it is definitely linux. Doesn't matter if your building computers for the bank or making printers, they will be running linux.
