According to Steamwork's documentation, they removed "user-defined" tags years ago. Players can suggest tags, but the developer chooses what tags appear, what tags don't appear, and what order they appear in using the Steamworks Tag Wizard.

This means that the developers factually accepted this tag after users voted for it and then placed it as their #1 tag.

Steam locked down tag control to developers about 6 years ago. You're only just now noticing.

I can't wait for everyone to re-discover that Steam allows devs to temporarily disable the visibility of the recent reviews score, which Sony had fun with for a few Helldivers 2 updates.
