Modern game design is such that if something isn't explicitly stated by the developers, players won't actively try to experiment with the controls/mechanics to see what they do. This is why some people don't know and don't try to see if they can inspect items in Skyrim, and why newer games have characters talking out loud the solution to puzzles or problems. It's designing games for DSP, and it means designing them for the lowest common denominator.

In Oblivion from what I remember (could be wrong) you still had SOME loot that was truly unique and wouldn't be levelled. its a pretty bad example of game design.firstly - it assumed that everyone watched the trailers for the game. I was one of the people that struggled with these for quite a bit when the game first came out, but thats also because i knew i was going to play the hell out of it and avoided anything and everything i could about the game prior to its release. It was never explained that you could rotate the items in your inventory to fully look at them and there really was no reason to do so. I had ended up just bruteforcing the door codes after a while until I learned what you were supposed to do.Secondly - its just a poor choice and an extra layer of tedium. Oh, you already had to go out of your way to go find or retrieve the key. Now when you get to the door you have to open your inventory, look at an item for 2 seconds, then punch the code into the door. There was so much wasted opportunity here. Before I knew to rotate the claw i would check the dungeon for clues. Many of them had statues with the symbols sitting in conspicuous places. For the longest time I had just figured there was some puzzle or logic that you would get from reading books about the dungeon or exploring the dungeon and having to find/piece together the sequence - which honestly would have been awesome. Imagine some of the stuff behind these claw doors was super hard or actual boss tier and you might have to do a sequence of quests or explore other dungeons in the area to find the right code. Nope. No puzzles, no quest chains, no lore books, no anything. Just open your inventory and look at the item.

There'll be like one guy who makes a few decent dungeons while the rest might as well be AI generated, and even the decent dungeons will play around with a few gimmicks/mechanics/etc only for them to be discarded. You don't get any iterative design, even in the main quest where the devs know which Shouts you'll have access to and could've made more challenges around Whirlwind Sprint for example.

You could also just pick up items in the environment and inspect them in real time.
