Do ratings even matter anymore? Now that everything is digital you don't have mom and pop shops refusing to sell games because their rating is too mature, which was basically a death knell for any game trying to sell copies to a wide audience. Steam straight up sells porn games these days

What matter in this context is that games get their ESRB rating once they more or less add all the content of the game and send a compilation of clips of the worst stuff in the game to the ESRB for review. If you add stuff after getting a rating, you likely need to get reviewed again. So games only get their rating once they’re pretty much done
