I remember a few years back there were rumors that SA1/2 were getting remakes largely developed by Sega of China (who had previously handled the modern ports of Sega's other Dreamcast titles), but they were apparently doing such a shit job that the whole project ended up getting scrapped.

In retrospect, it's weird that Frontiers' cyberspace stages were made up of reused Green Hill, Chemical Plant, and Sky Sanctuary assets from Generations, and then a fourth environment type made of unique urban highway assets with cars, GUN helicopters, and tanks. I can only imagine that last environment was probably using leftovers from the scrapped SA2 remake, because I can't really see Sonic Team bothering to make brand new assets for only a handful of layouts when they were clearly fine with reusing shit for the other 75% of cyberspace.

Iizuka said he's not interested in remakes because the amount of work that'd go into a fully-realized remake of a game from 1998 would be the same as making a brand new game, and at that point they'd rather just make something completely new instead.
Of course, Iizuka has said many things over the past two decades that were either wrong, or contradicted a few years later anyway, so they'll probably be made eventually.

For all the talks of remakes I would love if a developer actually made a remake of a game but included cut/planned content that didn't make it to the final product because of deadlines.
I am 110% certain that there were a lot of ambitious ideas that Sonic Team had to cut from SA1 because it needed to be a launch title. I would love to see the same core game and, rather than changing or removing shit, just keeping all the stuff that's already there in the game but then adding new stuff.

SA1 is actually a combination of two different projects that were in development. A lot of the platforming concepts came from the more traditional 3D Sonic project (Sonic Jam has a lot of unused character animations from this project, which would later be refined and used again in SA1), while the adventure fields and narrative focus came from the rpg project (Jam's hub world was originally built as a prototype area for this project before being repurposed for Jam).

You really think people would be impressed by the orca in Emerald Coast or Green Forest's automated wood hallways because of an increased polygon count. It wouldn't be 1999 or 2001 again.

You mean you just miss the late 90s/early 00s. That's fine. A lot of people do. But you're better off watching the "Steal My Sunshine" music video than hoping Sega manages to reproduce and preserve whatever qualities you like about the Adventure games.
