Unironically PC gamers back then had better manners. Like, people would talk shit SOMETIMES, but generally people were pretty nice to each other. Partly because if you were playing UT or even CS 1.6 or hell even CS:Source: You didn't have matchmaking. Meaning: You found comp. matches by using third party services, and joining a server that someone had to host. And if you were a turbo toxic asshole all the time, people just kinda didn't want to play with / against you. You essentially filtered yourself out.
And again: That's not to say that back then we had no toxic behaviour, no shitheads, no flaming. absolutely we did. Without a question. But back then people were sometimes toxic. SOMETIMES. Now with matchmaking, people stopped caring. Why be nice, ever? You're NEVER seeing these people again, might as well yell at them. So now ways to moderate are more needed than ever.

The Idea that stronger moderation is even partly responbile for how shitty players are to each other is a downright laughable notion, and the Idea that it would get better if moderation was more lax, is demonstrably untrue. Any unmoderated online space quickly turns into an absolute fucking nightmare-world.

and I just remember at the time: such things like that lack of moderation are why PC players had such a terrible fucking perception of console multiplayer. Like it was just constantly seen as this piss-filled play pit that was full of teenagers and kids that wouldn't shut the fuck up and you just had to tolerate, and just muting was always seen as being a shitty half-solution to just giving them the boot.

Because it wasn't legally required.

Online games got away with "online interactions are unrated" for decades, meaning that UGC was automatically considered +18 due to the nature of unrated content. So if your child was playing a multiplayer game with a chat, it was basically your responsibility as a parent. This changed when California, Canada, UK, Australia and the EU around 2010-2014 started to legally require moderation in any way possible to fight child grooming - if it is simple to implement on a technical level. These laws intentionally picked this type of wording to assure that emergent technologies (AI, voice transcription, etc) are used when they become readily available. This is why around the early 2010s text chat suddenly disappeared for AAA games and why a ton of PC-first games only had voice chat in that era, because California sort of spearheaded this push for child online safety at first (then the EU, which has been drafting regulations like this before the UK, despite the UK getting more publicity for it). Now we've been in an era where voice transcription is super easy to do (ie, Whisper) for quite a while, so almost all law-abiding games will record your voice and transcribe it for moderation too, meaning they all have to have moderation to a degree and have to implement it. You can check the ToS of any AA(A) game in the past 8 years that has voice chat and you will see that they process your voice unless it has player run dedicated servers, in which case you would be technically required to moderate it.

So what sort of moderation is coming after text chat and voice chat? Probably behaviour tracking. Fortnite has already started to ban certain emotes in combination with other emotes, because they could be construed as sexual harassment of minors. Or other odd markers, like how Discord bans you if you add too many minors at once.
