Nagoshi didn't realize the cost of modern development even when using something like UE5 because RGG hasn't had to do something completely from scratch for a very long time.

Do people actually want a Judgment 3? The setup of 2 is incredible, but the plot completely collapses halfway through the game and rushes to a lame conclusion (with admitedly the best final boss track of all time).
I didn't even buy the kaito dlc for the last game. Heard it was 3-5 hour slop and they wanted 30 bucks for it. That shit never even went on sale. Sega being too greedy.

Those aren't exactly bad ideas, but they don't immediately make every game they're in automatically good.
