Did Sony actually got away with releasing a glorified android gaming emulator, or was it somehow technically impressive back in the day? Is it worth getting one now?

yes, but the PSP and Vita libraries both pale in comparison to the DS. get a 3DS if you don't have one, and play everything from the Gameboy to the 3DS.

PSP arguably has a better library than the DS and it is definitely better than 3DS.
The 3DS only has Fire Emblem Awakening/Fates/Echoes but Ace Attorney Dual Destinies and Great Ace Attorney now have far superior multiplatform ports. Professor Layton games came out on 3DS but even the crossover had mixed reception. Unless you think "Project X-zone" is a great exclusive... or a laggy version of Gurumin with the 3D effect.
The first party lineup for 3DS was mid-tier. A Link Between Worlds is a delight but lacks a lot of the sensationality of ALttP. 3D Land is a bad Mario game. The Nintendo DS has Hotel Dusk and a lot of other quality shovelware.

The PSP had genuinely cool JRPGs, driving games, fighting games and unique GTA games. But yeah the Vita's library is stinky. However playing PSP games on the Vita's OLED screen is nice. It's like a 3DS XL but if it was OLED, and ease of injecting PS1 games into it with high-quality emulation. PSP isn't even emulated on Vita. It's backwards compatibility by Hardware, just like 3DS and the DS, but unlike the DS->3DS the PSP->Vita is 2x the pixels so the games don't have an awful filter on them at full size.

The 3DS upscaling isn't that bad on the smaller models and you can play in pixel perfect mode on the XL models

The DS and PSP both have great, massive libraries but the DS format resulted in a more unique library so it wins for me.
Furthermore, many DS games are best played on that system. You will never get the same experience playing a port of a game like TWEWY, 999, or Ghost Trick when they were designed specifically for the DS.
If I could only pick one game to play on native hardware I'd easily choose the DS and emulate the PSP.

Get a n3DS imo.
The scaling on DS games can be tweaked. It won't look as good as a DS, but you get better screen response (less ghosting) and a lot of 3D DS games can be overclocked with the 3DS to run better, and played with the circle pad using cheat codes. And you can store them on the MicroSD along with all your 3DS games, and you can side-load mods on all your 3DS games and install graphics mods, music mods, level packs, and nude mods. And it has near perfect pixel density to play PS1 games at 1x native while looking incredibly sharp. And it also has backwards compatible hardware for GBA games so you can play GBA games without even emulating them.
