What is the actual conceptual power levels of pokemon canonically? It's my understanding that weaker/more common pokemon have essentially the power levels of toys, as its a safe childrens activity to battle them. For example, squirtles water gun probably has the power of an actual super soaker water gun, and Blastoise probably is like a full power fire hose. Only the legendaries have actual real destructive power.

That depends heavily on what pokemon we're talking about
Like maybe sunflora won't be doing a whole lot, but it can cut you with leaves and then blast your ass with photosynthesis at least. On the other hand if you look at shedinja wrong then it takes your soul.
