40k millennia and ships still fight like in the age of sail no matter which faction

every faction has an instakill super big bitch ship that can instagib every other ship and/or planet but they're almost never in combat

40k doesn't focus too much on air to air, space to space fighter battles; it just happens naturally and some factions are better at it than others

The foundational event that 40k was originally focused on is "Eye of Terror blinked, go retake all the Imperium's lost planets". Ground combat against gross aliens and, soon after, Chaos mutants is the core thing.

The modern presentation of the idea that the Imperium is collapsing isn't conducive to the setting at all. Sure it should lose priceless relics and dozens of planets all the time due to shit beyond it's control and random events, but next month they're supposed to be retaking those planets and discovering some new Archeotech that cements their power for the next 1000 years in a given sector.

The imperium does have boats but it's mostly in the background, usually the problem is that they ruin any ocean world they own through sheer pollution/industrialization so they usually don't have to deal with any ocean related problems
Imperials have an abhuman race named Pelagers, they're a background note but they have gills
I'm pretty sure space marines are watertight and their vehicles also
