The majority of their armies are holding their own territories and it's one of the points you can bring up to Lanius with speech checks to convince him to retreat, since winning the damn would stretch themselves too thin and weaken them like it spreading too thin has weakened the NCR. They have multiple cities, trade routes, industry and citizens that are not slaves or legionaries, and are free to do whatever they want as long as they're productive.

They'd have to really hyper focus on trying to occupy New Vegas and get drawn into a long conflict fighting a force they cant actually conquer, just repel. Theyre die hard hyper religious fanatics and slavers that all come from tribal stock who can endure far worse standards than the NCR.

Maybe it would have made for a more consistent story in line with the previous games since the BoS and technically NCR (Shady Sands) have been around since the first game.

Avellone basically did nothing in trying to make the Legion more "Approachable" and then says he'd never let people join in the first place, as if he had a hand in actually fleshing them out and showing why they didn't have constant civil wars and rebellions. Legion is still depicted as the "bad guy" vs NCR and House, and they're cruel and vicious in their means, but basically every civilian explains that Legion lands are genuinely safe so long as you don't cause a ruckus or express your anti legion sentiment too loudly, and for the worst parts of the wasteland, that's heaven by contrast. California was rather tame, Arizona, Mexico, Colorado, were hell on earth with insatiable raiders and bandits always taking, no one had enough to stand up to them and try to settle something better, unlike California where different towns and militias managed to get their feet on the ground, even then the NCR nearly died in it's early years to raiders. The legion was never presented like the Enclave where it's a "No hope for outsiders" kind of faction, just a natural response to the savage wasteland, but too brutal for the hopeful civilization that the MCs in 1 and 2 helped build, what worked for the west clashing against what worked for the east. Still a good guy/bad guy dynamic, but not a black and white dynamic.
>>738639025I liked that in the Long 15 mod the colonel basically alludes to this, when you ask him about how "the war" is going, he refers to the BoS and calls the legion a secondary front, with some allusions to the politicians liking it that way since the NCR was actually making progress vs the NCR and the BoS attacking Californians on their own soil made it a popular war with the public, while the war against Caesar was seen as basically vietnam, savage guerillas crucifying Californians far from home, men being shipped off just to come home in a box fighting for a city that just turned soldiers into drunken vagrants, they had to downplay the Legion and play up the BoS.
