If they want to follow his festival around and make it more fun for him, why would he fuck that up by announcing his presence? Prekel even says himself that the Prehevil festival was an "emergency" which tells me that he doesn't fully understand the festivals either. Obivously we know as the player that Rher did it to try and stop Reila and Olivia, as the first order Daan gets as Pocketcat is to abduct Olivia and make her moonschorch. With all of that info, it feels more likely to me that Rher is still actively observing humanity and making on the fly choices.

Fuck the whole Marina debate, Levi's portrayal in the fanbase always came across to me as weird because he would have the most experience shooting a gun and dealing with opposing forces out of the playable cast.
