So much media from the past depicts huge changes to our architecture in the future all the way down to people's homes but nothing like that has caught on since. New designs come and go all the time, but people won't be "updating" existing homes to match any of these architectural fads 24/7. Like you said, it would take something like a huge war to get people to change styles just out of necessity. And I would bet that places rebuilding like this aren't going to be focusing on creating houses and buildings that look futuristic. Yes, ice caps melting does do some level of cooling, but the ice caps reduction also reduces the albedo of the planet, meaning it absorbs more sunlight, but increasing water levels also decreases albedo, but this also produces more precipitants in the air increasing greenhouse effect which also does some part in reducing the overall amount of light hitting the planet.It's all incredibly complex and mankind trying to develop something to allow further control the environment is a good thing.
