turn-based is the purest form of game design since all video games are just rock paper scissors at their core anyway

There have always been people who enjoyed turn based combat for its own sake. A lot of people played (and still play) tabletop wargames and RPGs. And the reason why JRPGs used turn based combat is because Japanese people played Wizardry and love the shit out of it, and wanted to play more games like it. Turn based combat is not just because of technical limitations but because people like the gameplay and strategy and general feel of it.
