the problem with most gym bosses isnt that youre unprepared, its that your moves do nearly fuck all damage against them hile they get moves that do at minimum 40% of your life bar. You can fight misty and hit it with thundershock or whatever electric move you want, its maybe taking of 15% of starmies lifebar. You're confusing it with pokemon stadium AI, the opponent move is based on what you select and because the rng seed is generated at the start of the battle you cannot savescum it.
On the GB games you can savestate and hit A on a different frame to get a different rng outcome, that's totally the opposite of what you're saying.

Again, not cheating. In RBY it's a 1/255 chance. In stadium it's 1/65025 since it rolls twice. Rare, but if your basis for cheating is "I watched a youtube video of werster missing a hit", then I reiterate that he has tens of thousands of hours sunk into pokemon.

Usually it's event moves or egg moves, or ultimately it doesn't matter because the devs didn't need permission to put surf on pikachu, they did it because it's cool.

In Pokemon Gold/Silver there's an "early" gym with Normal type. The gym leader Whitney uses Miltank that can charm player's male pokemon and has Rollout rock-type move that increases in power the more it's used. If player has neglected bringing female pokemon and didn't prepare for the Normal type pokemon using rock move, they are in trouble
