Well for a start you are not playing a real horror game.
For "real horror game" I of course mean things like penumbra, dark wood and scav/prototype. In fact most things by eastern euro devs and some jp shit. You really need to live in a dystopia to reflect it in your work.

They're really good locations for horror man. The sewer level has immense utility to plausibly bring the player to a totally different environment in a way other than a street. We never say "This game has the street level!" as it's the norm.

There are 2 types of horror game.
Actual horror games like the 3 I listed
And horrible games like anything that relies on jump scares
Action games are not horror nor are they horrible, well some are not anyway

A school is a setting. Horror is a genre. Any game attempting to invoke feelings of fear, and tension in the player is trying to be a horror game. It can happen in a space station, or a non descript staircase.

It's the subversion of expectations. Resident Evil arrived during a time most if not all horror games were fights against supernatural forces, like Alone in the Dark. RE 1 plays with similar concepts (spooky house, weird monsters...), only to finish at the revelation that it was all a product of le science going wrong.
