How do you expect to monopolize a place with the specialized tools necessary to do that? Where are you sourcing the raw materials? You'll end up creating a bullet factory gang like the guys in Mad Max, after which now your entire life is dedicated to manufacturing bullets. Which is less fun than it sounds, because instead of controlling the wastes you'll be trading those for things you actually need. For as intimidating as your weapons are, you'll starve like everybody else after three weeks. If you get the bright idea to intimidate or kill everyone and take everything in the vicinity to solve that problem, now you have to leave your assets behind. Unless you plan on also being a traveling circus.

iron, wood, coal, saltpeter and a bunch of other stuff I have no knowledge of. all of these need knowledgeable extractors and processors. then there's the logistics, and the food everyone will need.
I can see how something like the NCR could mass produce service rifles 100 years in, but not some warlord on his ranch 10 years in.

Making your own gunpowder with the necessary energy to actually properly cycle most semi-automatic modern firearms requires chemicals that don't just come from your urine. Additionally many modern weights and twists depend on higher energy than you'd get from, "I mixed up some salt peter, sulfur, and coal! By gum, I gots me some gunpowder!" to have actual accuracy and retain effective energy at distance. Probably sizing and reshaping spent casings takes dies and presses. Making primers takes chemicals like barium nitrate and antimony sulfide.

At best, making your own gunpowder and ammo is going to be suitable for only black powder firearms. And at that point, you'd be using melee weapons more often than your firearm because 30 seconds to 1 minute between reloads means people will be closing the distance frequently.

There is a ridiculous amount of small arms ammunition in the world. I would expect the supply to last hundreds of years provided the below assumptions are correct:
1. The large-scale fighting does not continue for long after the apocalypse/societal collapse occurs.
2. The global supply chain collapse causes global human populations to plummet by 70-90%.

When access to medicines, fertilisers, refined oil products (fuel, lubricants, plastics) is disrupted, the human population will follow quite soon afterwards. People will rapidly begin to die from illnesses, and there are too many of us to survive off the land in a subsistence farming style. In northern regions, winter will naturally fuck people up due to exposure and lack of food. Ice fishing and hunting will be quite essential skills, but the fish and game populations are already so depleted that good luck with that.

I would expect looting and shooting other people to get their supplies to end relatively quickly in favor of community building among survivors. It's not really a long-term survival strategy anyway, as pooling resources and organising labor are far superior ways to survive. At that point, large amounts of ammunition won't be needed.
