Armstrong has no coherent political theory. He wanted a "might makes right", SMT Chaos route hellscape where anyone with sufficient means and motivation can form their own Outer Heaven full of child soldiers without the government having a say, but he also justifies it with some asinine argument that because Raiden was able to get a cyborg body and exact violence of his own, that meant that he had true freedom and the system could enable those with sufficient will to outcompete those with a material advantage. Raiden, the man who was a child soldier before being groomed by a cabal of shadowy AI deep state actors into being a covert operative on par with Solid Snake, one of the greatest soldiers to ever live, before eventually being captured by the Patriots, experimented on and given a cyborg body against his will.
Not only is Raiden a complete anomaly and not someone that any average poverty-stricken civilian in a war zone would be able to imitate, half the shit that made Raiden a good soldier was done to him against his will by The Patriots, and nobody else could do to that themselves if they tried. Even in Armstrong's ideal scenario, the system is designed for the big players to absolutely crush everyone until a one-in-a-billion hero slips through the cracks and manages to upset the balance of power singlehandedly. Armstrong is a great character because his charisma genuinely overshadows the fact that he's batshit insane for no reason
