Are there any games that try to take inspiration from the art style of classic Star Wars by using practical effects? As in, retro-futuristic with scanned matte backgrounds, miniatures for ships and buildings, puppets for character models, etc.

Yeah play Rouge Squadron 2. They literally got assets from industrial light and magic and advice from the original creators of the Star Wars special effects.

You cant emulate it though, only works on gamecube or wii hardware

Rogue Squadron 2 is probably the closest example in terms of art style, but I was thinking something more like modern photogrammetry where everything in the game is directly scanned in from real objects. I'll definitely check his one out though.
