Naoe only really does that towards the tail end with one specific character and only because said character has an ultimatum.Even with the Claws of Awaji DLC it's about rescuing her presumed dead mother and we don't really learn anything about her as a person at all outside of that she trusts Yasuke with her life after hating him before. But no one of that profile is allowed to be a triple-A writer anymore, so we won't get it. And without story, it's just another generic RPG or TP stealth game, so why would anyone be interested?

I feel like they have used all the big iconic locations for AC games already do you know what I mean? Like they have used Renaissance Italy and French Revolution era France and and Victorian London and Egypt and Japan. Those were always the big ones that people wanted immediately after they finished the first game. I remember because I was there on gamefaqs at the time in 2007 and those were the big locations everyone kept talking about for a sequel. Like they dont have any very popular location left so everything else is just going to be very random places. The only other one I remember a bit of demand about including from one of the old writers for AC, Corey May, is Ireland during the 1916 rising where Ireland separated from the UK but I dunno if that would even been a good setting for an AC game and if people would really care about it.
