There are way more damning questions.
Such as why did they build a town around an unexploded atomic bomb when there's a perfectly functional pre war town right outside the gates.

Build a shrine around the bomb with the materials you don't need to use for houses. It's right next to the town. You could even build a walled passage to the shrine.
Also, why everything is so radioactive hundreds of years after the war. Why everything is a shanty town held together by scrap, Why no one goes even 10 feet outside of their town. Why there is no even remotely functional civilization. Reminder that Hiroshima and Nagasaki are both completely normal large cities with millions of people living in them.
