Because RE is mostly consistent, both in quality and release schedule. It builds its reputation that way. Capcom also smartly discount the series often and have it ported everywhere. FF meanwhile takes forever to come out, and it's a tossup if you like the entry because they keep changing for the sake of change.

After 6 launched and was hesvilly criticized Capcom smartly realized that those sales were mostly because of 4 and course corrected with 7.Final Fantasy lost its track when they begun developing a ton of spin off of their own games, specially XIII, to the point they had to break the VII remake glass and still fumbled that.

Even in terms of spinoffs, all we've gotten are some rereleased, and weird clones of other franchises (pokemon, monster hunter, a rhythm game). No new tactics games, chocobo racing was turned into nothing more than a vessel for microtransactions, they desperately need a win and yet they pass up simple, obvious ways to get people to care about the series again.
