Did it work? Well the Zhou accused Shang's way of killing people as evil, and conquered the latter, the Shang never came back. The confucians on the other hand, managed to preserve the core Zhou values (albeit mutated) through famines, civil wars, conquest by Mongols and Manchurians, all the way up until the Republic era before thinkers start to accuse their ways of killing people as evil.
So it worked for at least quite a number of years.
