To kill Ranni would have been to remove one of those key players, and Ranni in particular was an especially promising player in that regard. Marika wanted to kill the Elden Beast, whether out of vengeance or spite, and didn't even care if that got her killed (or even the world destroyed) in the process.

There's also the matter of just how much freedom some Carians have: The black moon of Nokstella, which is probably the Dark Moon, controls the stars, which in turn control "fates", which Seluvis' quest basically reveals as the stars arbitrarily impinging upon people's free will to the point where a person can be turned into a total drone. Ranni appears to believe that the Dark Moon will let her have an order that's almost not an order, but the Dark Moon might have other plans, and Ranni's rise to power could ultimately be a reflection of Marika's own rise to power and the disappointments that followed.
