They couldn't localize it in western countries due to backlash from NAACP. So, the next best thing was Key Dee which in my opinion was a play on his appearance and the fact he is holding a key.

It's called congruent design. They needed an NPC that carried keys, so they made it a pun by making it a monkey and then calling them Key Dees.
