Most of the staff died at black mesa, either from aliens or govt. After the cascade there's still technically a government coverup so even if you did escape you're still being hunted by glowies. I assumed everyone moved to Russia/Europe because they were never going to be safe in America after the cascade, might as well sell yourself to a country that'll be extinct because of a war only a couple days/weeks later.
