Valve doesn't want to deal with the backlash that would occur if they made a new game and didn't allow skins to carry over (which they wouldn't, because Valve cares about making new products as clean as possible). I ran tf2 at 100 fps over 12 years ago using Chris configs on a prebuilt emachines pc with integrated graphics.
Nowadays the most up to date config can barely squeeze out 100 on my actual gaming rig.
Valve fucked over the Art-just kidding, but they rebalances they did were awful.

Teleporters allow offense to keep the pressure up, which directly affects defending engies. If anything, defending engies don't actually have any use for teles, and that's a minor problem.
Dispensers allow a quick recharge and act as a rally point, you typically see medics basically standing in the dispenser while healing anyone outside of its range to build uber. The dispenser is probably the most forward building an attack engi can have, other than the minisentry. Such a rally point creates very strong pushes once the team decides to move in, strong enough to break through the defenses even without using an uber(and they almost always use it).

Initial cow mangler was unfair as fuck though. You basically could not see the projectile. People with it dominated servers for like a week until valve reworked the visuals.
Dead ringer had a period where you could just walk between two ammo packs and with a pyro on your ass and survive for an entire round.

I absolutely was and never had a problem with them. I recall the charge shot taking a long time and it being loud. The stock launcher isn't a sitting duck charging a shot. I tried it when it first came out, but quickly went back to stock. I loved the game more than anything else I've played. I never felt huge balance issues. There was always a way to overcome. I didn't even care about full-stun Sandman.

Don't change anything about the vanilla version of the game and port it with all the new maps on cucksoles. No hats, only weapon unlocks from the era when the equalizer was good. This is unironically the current trap that modern GaaS live service games are all trapped in. Because zoomers have nothing else going on in their lives and are afraid of change they've all sunk at least 5+ years at this point into their current slop live service game of choice and spent thousands of dollars and hours that all could have been spent on trying hundreds of other games into just 1 or 2 forever games (being generous with the 2).

My only opinion is that TF2 should do more bugfix changes to solve inconsistencies across weapons like adjusting the Caber's explosive hitbox to NOT be on demoman's head (which explains why aiming down and hitting someone in the toes does the max damage that can ACTUALLY slap a sniper in 1 hit) or bugfixing the Bison so it doesn't inherit from Pyro's flames and can actually hit multiple times properly so it doesn't so piss-all damage like it does right now.
It would be nice to have some kind of major update, but i don't think anybody at valve wants to touch this game's spaghetti code.

It's just not worth it to rebuild the same game, but bigger when the current game is still good and is perfectly capable of being added on to.
TF3 would have a new set of characters and a new modern artstyle that would probably piss people off too, so most people would probably live with TF2 being upgraded to Source 2.
