I think it's supposed to be about how people choose to drown in whatever hedonistic pleasures they can scrape together in a world that fucking sucks. For all it's cool lights and tech, the world of Cyberpunk is a bit of a hell they know they can't escape from, so of course rampant drugs, violence and degenerate shit is what people do to numb the pain. It's the same reason you don't go out into the absolute fucking wasteland of reality and instead choose to indulge in videogames or doom scrolling for hours on end looking for SOMETHING that has some kind of meaning.
