It was a huge game changer upon release since prior to it, there was simply no 3D open world that had the scope and detail GTA III had. Even earlier open world 3D games like Driver and Body Harvest were barren and didn't have the density of NPCs and traffic that GTA had. Another impressive achievement was how seamless it all was. There wasn't a single loading screen when traversing the whole map whereas other games like Shenmue (which also had a highly detailed world) still used segmented levels with loading screens.

Yet they treat 3 as if they were godfathers of driving around a car and doing missions in a 3D open world. Sure there was only a free roam in Mafia.
