Nerevarine is immortal, and still roams Nirn. The centuries he's lived between Morrowind and Skyrim alone grants him unlimited feats. And if he was following Vivec's teaching all these times he would have achieved CHIM as well. And will continue living on long after the Dragonborn perished, and unlike all the other MCs that achieved Godhood, Nerevarine is the true embodiment of CHIM, from still retaining his original identity and individual consciousness.

Oblivion outright says it, and it's practically spelled out by Skyrim.
