He only became a god after Daggerfall which implies that the Underking breaking the Mantella allowed his and Tiber Septim's souls to become Talos. Talos' aspect in Morrowind basically tells you the Empire deserves to fall and new rulers should start a new age in their own vision rather than keeping his Empire alive at all costs.

It would be more interesting if the Aldmeri Dominion was seeking to rewrite the Elder Scrolls so that Talos never existed and the "Warp in the West" results in Altmer dominance in High Rock, but they want to do this the hardest way possible that will cause the most people to hate elves.

Tiber Septim attempted to reform the Alessian Order's religion before he died. If you didn't know, that tells of a single One god (likely the same as Akatosh) that created everything and all other gods and dimensions rather than a group of eight Divines. In particular, the prophet Marukh claimed this One god was tainted by elves and needed to have all ita elven elements purged from existence; which resulted in a thousand-year Dragonbreak.ESO added in a LOT of content based around this religious movement and Marukh, making me believe that Bethesda really wants to tie this into the next TES installment. Maybe we will even meet some Imga monkey-men.
