Lords of the Fallen had a mutator to fix this but it didn't really make a huge difference.
I'm a huge proponent of simply having so stats tied to one part of your character building. Either you have weapons and armor be the only thing you upgrade or your base stats and all your gear is always max effectiveness. Nier Automata woumd have been way better if you couldn't level up at all.
