Ulfric should have been better written for the player to have a legitimate dilemma of who to back in Skyrim. Either way, all of that is naught, since after much thought, while Skyrim would be better without the Empire, Ulfric is neither a good leader or the one who should lead Skyrim. Contemplating it, either the Dragonborn becomes High King, or someone else needs to be chosen. What needs to happen is for the war to be over as quick as possible due to the Aldmeri Dominion benefiting from it. An alliance with the Empire is all but needed in the end though.

an ideal situation would be an independent Skyrim with the Dragonborn ruling it as god-king after smiting the treacherous usurper and betrayer of Nordic ways Ulfric Stormcloak aka Elfdick Stormcuck
but you're not allowed to do that, so the only way to leave Skyrim better off than you found it is to side with the Empire in the civil war, kill Titus Mede in the Dark Brotherhood quest (he wants you to do this btw so you can succeed him as a true dragonborn emperor like Talos was), and put Imperial puppets in Windhelm (which will soon be your puppets as soon as you ascend to the Imperial throne)
