Ulfric should have been better written for the player to have a legitimate dilemma of who to back in Skyrim. Either way, all of that is naught, since after much thought, while Skyrim would be better without the Empire, Ulfric is neither a good leader or the one who should lead Skyrim. Contemplating it, either the Dragonborn becomes High King, or someone else needs to be chosen. What needs to happen is for the war to be over as quick as possible due to the Aldmeri Dominion benefiting from it. An alliance with the Empire is all but needed in the end though.
