I'm not sure I can agree with that.
The graphics are hard on the eyes because of the resolution and color limitations. They literally used the limitations of hardware designed for a 2-inch screen, in a game intended to be played on 30+ inch screens...

Yeah, without understanding why and how those limitations work or how to respect them properly.
GB/C games still look fine to this day even when you put them on a big TV because the devs and graphic designers had no choice but to do things that made the games look good, easy to read, and easy on the eyes as possible. The limitations literally forced them into making good design decisions.
It doesn't work the other way around, though. You can't have unlimited screen space, unlimited colors per tile, and design something high quality while only adhering to those limitations when you personally feel like it.
