Impactman is composed of the Impact Brothers so siblings exists in the Classic series (though it could be just how they see each other rather than actually being related). Anyway, you can't discard the possibility of Rock and Roll being genetically related or whatever equivalent there is. They live together and were created by the same guy so it would be weirder to not think of them as siblings.
