The old cost in the mid-2000s was around $10K per song.Mixtape has 28 licensed songs, and not only is its licensed song list far and above anything short of Forza Horizon or Grand Theft Auto, the songs have been paid so their licensing is perpetual. Not even Microsoft or Rockstar can afford to do this, and the games have to enter lengthy legal re-agreements, be de-listed from stores and never be sold again, or cut the songs entirely.
